Lorraine Estelle appointed new COUNTER Project Director
The Board of Directors of COUNTER is pleased to announce the appointment of Lorraine Estelle as the new COUNTER Project Director in succession to Peter Shepherd, who will be retiring this summer.
Lorraine brings a wealth of valuable, highly relevant experience to the position. She has worked for Jisc (The UK Joint Information Systems Committee) since 2002 and was Chief Executive of Jisc Collections from 2006 to 2015). In this capacity she has worked closely with publishers and librarians on all aspects of national procurement and licensing activities. Of particular relevance to COUNTER is her role in setting up the UK Journal Usage Statistics Portal (JUSP), which provides a one stop shop for the management by UK academic libraries of COUNTER usage statistics. In addition to her responsibilities at Jisc Lorraine has been an energetic participant in wider information industry initiatives and organizations. She is currently Co-editor of Insights: the UKSG Journal.
In welcoming Lorraine’s appointment, Kathy Perry, Chair of the Board of Directors of COUNTER said “We are absolutely delighted that Lorraine will join us as COUNTER’s new Project Director. There are few people who one could expect to be able to carry on Peter Shepherd’s ground-breaking work, but Lorraine’s experience and international reputation, as well as her work with librarians, publishers and vendors, make her the ideal person to continue COUNTER’s valuable work.”
Lorraine Estelle has been involved in COUNTER since it was launched in 2002, initially as a member of the international Advisory Board and latterly as a member of the Board of Directors. She will take up her appointment as Project Director in the summer of 2015 and will work closely with Peter Shepherd during a handover phase.
Lorraine is looking forward to starting work in her new position and said “I am delighted to be taking on this role and building on the foundations of what has already been achieved, in particular the Code of Practice on Usage Factors and the Counter Code of Practice for Articles.”
COUNTER (Counting Online Usage of NeTworked Electronic Resources) is a multi-agency international initiative whose objective is to develop a set of internationally accepted, extendible Codes of Practice that allows the usage of online information products and services to be measured more consistently.

COUNTER Online Metrics is a not-for-profit company registered in England (Company No: 4865179). The company has a Board of Directors, chaired by Hazel Woodward of Cranfield University, who have delegated responsibility for the overall management and direction of COUNTER to an Executive Committee, chaired by David Sommer, of David Sommer Consulting. Day-to-day management rests with the project director, Peter Shepherd.
