In 2002, a group of librarians, publishers and vendors saw the need for consistent and comparable usage statistics. Hence the formation of COUNTER and its first Code of Practice in 2003.
The same spirit of collaboration is still the driving force. Our dedicated Technical sub-group are working hard on the development of Release 5 of the COUNTER Code of Practice. This sub-group brings together a team of expertise, through representation from libraries, publishers and vendors.

The sub-group is addressing these issues with the intention of simplify the reporting of usage statistics. As a result, compliance will improve. Release 5 will reduce the burden of compliance. Furthermore it will make the automated harvesting and manual reporting interfaces much more harmonious.
The themes of Release 5 are:
First of all, will be a consultation phase. A draft of the new Code of Practice will be available from early 2017 for your comments.
We will use a variety of mediums to gather your feedback. Face-to-face where possible and also through webinars and online. Your comments will be vital in shaping the final version.
We aim to make Release 5 available in the summer of 2017 and will provide a window of 18 months for publisher compliance.
